You have to run the regedt32 program with elevated rights to make simple changes sometimes. I am pretty experienced at getting rid of viruses but the damage left over from these is something I have not been able to fix.
- When everything fails, export the winsock and winsock2 registry keys from other computer that runs the same version of Windows Vista and merge them into the corrupted keys on the broken
- Cleaning up these temporary files with Disk Cleanup might not only solve your 10107 error, but can also dramatically speed up the performance of your PC.

I have run regedit as elevated as administrator and it will not delete the Winsock2 key completely in the control set. Deleted Winsock Windows 10 I was finally able to get my winsock2 key deleted. Thank you so much!
